When you click menu entry, the config file will be re-read. If the config file can't be found (e.g., if you didn't specify any on startup), an error message will be printed to the IDL output log. The main use of this feature is to enable additional custom displays (see Sec. 9.2.5) while SM_GUI is running. See Sec. 5.20 for details on the config file.
